Hmm that is a great question! I guess they have evolved that way and so there must have been some advance to them over not having a beak in the way they chose to live. I imagine a beak would be good for scooping bits out of the bottom of rivers etc… i love watching ducks peck at the bottom of a pond… suck funny feet and tails… http://goo.gl/JsGfS
